WYKEHAM PARISH COUNCIL

Minutes of the Parish Council Meeting held at 6.45pm on
Wednesday 16 April 2014 at the St John Office, Wykeham Business Centre.

Present:

Cllrs. Lady Downe (Chairman), J P Terry (Vice Chairman), R A H Sword, G Barnett, L S Day
and Mr C H Holmes (Clerk).

1 Apologies for absence

All Members were present.

2 Declaration of Interests and Register of Interests

In accordance with the adopted Code of Conduct, it was AGREED to grant dispensation to all Members to allow them to contribute to the discussion of all agenda items. This decision is in the interests of the inhabitants of the Parish and will facilitate effective consideration of the business. Voting dispensations will be considered as and when they become necessary.

Lady Downe and Cllrs. Terry and Sword said they may have to declare an interest depending on the detail of discussions about the Minerals and Waste Joint Plan. It was, however, acknowledged that the Parish Council’s response to the consultation is to be in general strategic terms about a range of options that have national, regional and countywide implications.

3 Response to the Minerals and Waste Joint Plan Consultation.

The Clerk circulated a draft response based on the comments he had received from Members (copy attached to the Minutes). After discussion, it was AGREED to send this response to the Principal Authorities who are preparing the Joint Plan.

ACTION – THE CLERK TO SEND THE PARISH COUNCIL’S RESPONSE TO THE MINERALS AND WASTE CONSULTATION TO THE JOINT PLAN MAKING AUTHORITIES.

4 Urgent correspondence

The Clerk took the opportunity of this extra Meeting to request payment for a lap top computer, two WRNM Newsletters and the YLCA subscription for 2014/15, details of which will be listed in the next financial report. The request was noted and cheques were authorised.

It was AGREED that, as in the previous Financial Year (2013/14), the cost of printing the WRNM Newsletter will be shared equally if the community can match the Parish Council’s contribution.

5 Public Question Time

No members of the electorate attended the Meeting.

6 Appointment of a new Clerk

Lady Downe reported on the outcome of the interviews of four candidates earlier that evening. After discussion, it was AGREED to offer the position to Mr Gary Parkin on terms that are set out in a letter to him from the Chairman dated 17 April 2014.

The Clerk was asked to telephone each of the unsuccessful candidates and thank them for their applications and for attending for interview.

ACTIONS – LADY DOWNE TO WRITE TO MR PARKIN CONFIRMING THE OFFER OF APPOINTMENT AND THE CLERK TO INFORM THE UNSUCCESFUL CANDIDATES.

7 Date and time of next Meeting

Monday 19 May 2014 at 6.00pm (Annual Meeting) followed by the Annual Parish Assembly at 7.15pm.

Both Meetings will be in the St John Office at Wykeham Business Centre.
